Heat olive oil in a large skillet over medium heat. Add sliced onion and green bell pepper, sauté until soft (5-7 minutes).
Add thinly sliced beef, season with garlic powder, salt, and pepper. Cook until browned (about 5 minutes). Remove from heat and let cool slightly.
Lay out a low-carb tortilla, spread a generous amount of the cheese mixture (cream cheese, provolone, mozzarella) over it, then add a portion of the beef and vegetable mixture. Roll tightly.
Preheat oven to 375°F. Place rolled tortillas seam-side down on a baking sheet. Bake for 15-20 minutes until golden brown and cheese is melted.
Let cool for a few minutes, then slice into pinwheels and serve warm.
