Prepare all ingredients by chopping onion, garlic, and bell pepper, and separating lettuce leaves.
Heat olive oil in a large skillet over medium heat. Sauté onion and garlic for 3-4 minutes until translucent.
Add ground beef to the skillet, breaking it apart as it cooks. Cook until browned, about 5-7 minutes.
Stir in bell pepper, soy sauce, hoisin sauce, sesame oil, ground ginger, and black pepper. Cook for an additional 3-4 minutes.
Remove from heat and let the beef mixture cool slightly. Spoon into lettuce leaves and top with green onions and carrots.
Serve immediately with dipping sauces on the side.
